A leather journal of the New York City Police Department . Rules and Regulations- Grover A. Whalen Police Commisioner. Whalen was sworn in as Police Commisioner on December 19, 1928. According to wikipedia.com, he was known to be a ruthless enforcer of Prohibition laws. The journal looks quite old , and chipped as you can imagine.
